Where is the best place to find a cam to cam chat free of charge?

Alright, I've done some searching on my own but keep hitting dead ends. The question of where is the best place to find a cam to cam chat free of ch... is something I really want to get a straight answer on.

I don't mind paying for something if it's actually worth it, but I've been burned enough times that I want real recommendations from real people before I hand over my info.

Here's basically what I'm looking for:

• Does it have a free tier that's actually usable?
